Oklahoma County infrastructure panels receive updates on elevators, asbestos and schedules for annex and courthouse projects

Oklahoma County project managers on March 21 updated the Infrastructure Committee and the PBA Advisory Committee on construction progress at the county annex, courthouse and related facilities, including a planned change order to accelerate elevator work, discovery of asbestos in the annex first floor wall that will require abatement, and schedule adjustments for foundations and finishes.

The updates matter because the annex elevator timeline is on the committee's critical path for completing annex work before Dec. 31, 2026, and the newly discovered asbestos and structural repairs add cost and schedule risk for multiple projects.

Bill, the owner's representative, told the meeting that submittals for annex, Metro and ICB elevators are complete or on order and that White (the consultant/team) has reviewed and recommended a KONE update and acceleration package. "It includes expediting project and for completion in late November of 20 26," Bill said, adding the cost is "approximately a hundred and $96,000." He said the change order is being modified to include that cost and the schedule end date and that the county should receive the change order this week. A committee member asked whether that change order was already in the budget; Bill confirmed it was.

Stacy, responding to a question about the Eleventh Floor egress, said the county is still waiting on new pricing from the contractor. "We're still waiting on the new pricing," Stacy said. When asked when pricing was expected, Stacy said she did not have a date.

On the court clerk and Fifth Floor work, Bill said raised-floor panel proposals are under review and that mechanical work is about 90% roughed in and electrical is progressing. He said the project is "still pretty good shape for February of 20 26 on completion." Clerk books work is complete, he said.

During annex First Floor work the team discovered asbestos in a wall slated for demolition; Bill said the county will formulate an abatement change order. When asked which project the abatement would fall under, the group identified the Annex Security Personnel project. Bill said the team expects to install a temporary constructed wall while completing abatement.

Bill also reported progress on a behavioral health services (health care center) project: concrete and steel submittals have been finalized, structures and utilities released, and the team expects roughly 45 days of earthwork before concrete work begins. He said duct cleaning on the 10th and 11th floors is complete and that the 10th–11th floor renovation work is on or slightly ahead of schedule.

On the ICB building, Bill said abatement testing of a basement floor mastic returned positive and abatement with the contractor (recorded in the transcript as "lingo") has started. Demolition on the Third and Fourth Floors is nearly complete; the team will begin foundation work around April 15 to finalize structural reinforcement requirements following abatement and investigation. Bill said several interior columns showed deterioration; one speaker estimated about five affected columns, while another speaker suggested the number might be closer to 24 and said they would double-check that count.

The committee moved to receive the project and owner's representative reports. Multiple members voiced "Aye" on those motions and the reports were received.

No citizen comments were recorded at the end of either meeting and there were no substantive new business items raised during the sessions.
