Chambers County opened a public hearing and approved an order establishing the footprint for a proposed reinvestment zone for Targa Train 11 LLC, a private fractionation facility developer.
County staff presented the public hearing as a required step to create a 214‑acre reinvestment zone south of FM 1942. Staff said the company’s plan represents a planned investment of about $300 million and an initial minimum of 10 full‑time jobs tied to a fractionation facility that would process approximately 50,000 barrels per day of natural gas liquids. Staff said proposed terms would mirror earlier agreements (the Frac 10 agreement) and include $1 million in infrastructure contributions and a community impact program contribution of about $250,000.
The court completed the required hearing and passed an order to establish the zone’s footprint; staff advised that a final agreement with terms and incentives would return to the commissioners for final approval at a later date. A staff speaker noted the final development agreement would come to the court in a subsequent quarter and that the public hearing and footprint order are procedural steps to move the project forward.
