Councilmembers discussed establishing or activating a construction board of appeals to resolve disputes over interpretation of building, fire and development codes. Staff told the council an older ordinance from 1994 already contemplates a board and that using the existing ordinance with updates to reference current code documents would create a quicker path to an appeals forum.
Councilmember Bill and city staff described the purpose: to hear and decide appeals of orders, decisions and determinations made by building officials or the fire chief under the International Building Code (IBC), International Residential Code (IRC), the plumbing, mechanical and energy codes, and the Arkansas Fire Prevention Code (all volumes). The board would allow design professionals and others to ask for a technical review of code interpretations without relying first on the planning commission or the full council.
Staff recommended keeping the initial board small and using the existing ordinance language adapted to current code citations; the meeting record shows support for a three‑member board composed of a building‑trade industry representative, a planning commissioner, and a registered architect or engineer. Staff said they will circulate a revised ordinance draft to departments and to the mayor and return to council for consideration, and councilmembers agreed to the approach.
No formal vote was recorded; staff will prepare an updated ordinance, coordinate with affected departments, and return with a formal draft for council action.
