The Planning Commission voted 5-0 to approve a future land use map amendment and the rezoning application for the Byler Family Trust property at 1102 Northwest A Street after the applicant reduced an earlier request for higher density.
Staff and the applicant's representative said the original request, which sought higher-density zoning, had been scaled back to a medium-density request consistent with the new community plan. Bill Watkins, representing the applicant, said the reduced request to a DN2-level pattern (medium density) aligns with the community plan and the staff recommendation.
Neighbors who live near the parcel spoke at the public hearing and raised concerns about access and steep topography. Andrew Maynor, who lives across the street, said the property sits near a partial, vacated segment of Lake Street and described a steep, single-lane driveway with limited sight lines. He argued that access constraints and localized drainage problems make the parcel difficult to develop at higher densities without off-site improvements.
Watkins responded that the likely access solution would tie into the existing Lake Street alignment and that detailed access, drainage and grading issues are part of later large-scale or site-plan review rather than the rezoning decision. Commissioners discussed the issues but concluded the zoning changes, with the reduced density, were appropriate and voted 5-0.
The commission recorded the future land-use map amendment and the rezoning approval; staff said large-scale/site improvements would be addressed at the development-review stage.
