The Planning Commission held a combined public hearing on three adjacent rezoning requests submitted by Edify Properties and approved the petitions by a 5-0 vote, amending the future land use map and rezoning the properties from R-1 to R-2.
Tom (planning staff) summarized that the three parcels currently had a low-density designation on the future land use map and that applicants requested a change to medium-density and rezoning to R-2. Staff recommended approval, saying the requested change aligns with the coming community plan and is compatible with the adjacent home-office campus.
Public comment was mixed. Several neighbors spoke in favor, including Ken Eric, who said absentee landlords had changed the character of nearby blocks and argued that new duplexes and townhomes would help stabilize the area: "This neighborhood has been overtaken by absentee landlords who have turned it into a rental neighborhood nightmare," he said, adding that new homes would raise neighborhood prosperity.
Other residents opposed the change. Grant Higgins and Esther Parson said Conveyor is largely single-family and asked the commission to protect the street's character; Lisa Rodriguez called the street "cute with little houses" and opposed larger buildings directly in front of her property. Mike Carbuske added that he feared the neighborhood could become like nearby Lockheed Street, where developers removed trees and built denser, walk-up housing.
Commissioners discussed context and recommended treating the three requests together. After deliberation the commission approved the future land-use map amendments and the three rezonings (case numbers noted on the record) by roll-call votes of 5-0.
The approved rezonings allow R-2 (duplex/two-family) development on the three parcels; any future multi-unit site plans will need to follow the city's subdivision and building permit processes and any required large-scale review if the number of units triggers that threshold.
