Hubbardston CPC finalizes town meeting wording; legal-ad invoice to come from CPA administrative fund

The Town of Hubbardston Community Preservation Committee discussed and finalized wording for warrant articles ahead of the annual town meeting and confirmed that the legal-advertising fee for the required hearing will be paid from the CPA administrative fund.

Committee members reviewed draft article language and recommended replacing the phrase “allocation of CPC funds” with “estimated local revenue” or phrasing that mirrors the town warrant; members also noted that the warrant language “appropriating CPA funds” is the legally accurate term for the action. The committee asked staff to PDF the finalized warrant pages and have the clerk transmit them to town offices for inclusion in the warrant packet.

Members raised an invoice for the legal notice advertising the hearing. The town clerk and treasurer informed the committee that the newspaper invoice—estimated at a few hundred dollars—will be charged to the CPA administrative fund unless the treasurer requests a warrant. The committee indicated that any small administrative underspend returns to the undesignated CPA reserve.

Committee members also discussed how the state match for CPA local surcharges has changed year to year; they noted the state contribution was 18.06% in the prior year and is 15.9% in the current year, reducing the projected state match available to the town.

Why it matters: Final wording in warrant articles and clarity about funding for required legal notices are necessary steps to ensure the town meeting articles are legally and procedurally correct and that advertising costs are budgeted from the correct CPA line item.

The clerk will forward finalized article language to town staff; the treasurer and clerk will process the legal-ad invoice from the CPA administrative fund.
