Agency staff describe year-old analytical center of excellence to boost cross-agency learning

A staff member described an analytical center of excellence the agency formed about a year ago to foster a "culture of learning" and share analytical best practices with other state agencies. The staff member said the center gathers industry research, consults psychometricians and curates artifacts other teams can reuse.
The center, the staff member said, works with the Utah System of Higher Education (UHI), researchers at UAPC, the Department of Workforce Services and the Department of Health's early childhood programs to compare methods and swap practices. "We share with other agencies, their practices. We evaluate what they're doing. They evaluate what we're doing," the staff member said.
The staff member framed the center as both a knowledge hub and a hiring/training strategy. In onboarding and interviews for research analyst positions, the staff member said the agency seeks candidates with specific strengths — for example, data mining expertise or strong visualization skills in business-intelligence tools — and candidates with "fantastic analytical, educational background[s]" who can apply research methodologies. "We have to blend those 2," the staff member said.
The staff member said the center reviews current industry assessments and psychometric research to inform internal practices. The remarks focused on internal capacity-building; no formal policy actions, votes or funding allocations were reported during the remarks.
