A Senate committee approved a committee substitute for Senate Bill 874 that would permit current home confinement officers, typically employed by county sheriffs, to elect membership in the Emergency Medical Services Retirement System (EMSRS) instead of remaining in the Public Employees Retirement System (PERS), provided the county adopts a resolution to become a participating employer.
Committee counsel explained that any credited service already earned in PERS would be converted on a prorated basis so participants would not face out-of-pocket makeup contributions. Counsel said the transfer language was modeled on a 2023 bill that allowed 9-1-1 operators to join EMSRS. The change requires the county to pass a local resolution authorizing participation; if the county has not taken that step the employer must first become a participating EMSRS employer.
Representatives from the Consolidated Public Retirement Board were available for questions; there was no roll-call tally in the transcript and the committee approved the committee substitute by voice vote.
The committee approved the substitute and the bill will move forward in the legislative process.
