Shorewood committee recommends RFP for mobile parking payment system

The Business & Finance Committee on a 3-0 vote recommended that the Village Board release a request for proposals to study and recommend a mobile parking payment system for Shorewood. The committee asked staff to add language asking proposers to consider specific geographic areas the village has discussed.
Committee members said the RFP should let vendors propose technical and financial solutions while explicitly evaluating where paid parking could be appropriate based on vendor data. "I'll put something in there that specifically opens to that," a staff member said, proposing to list areas such as Water, Lake Drive and Capitol Drive as places the village has briefly discussed.
Committee members discussed how detailed the RFP should be. One trustee said the village should not "micromanage" vendor responses but asked that vendors be asked to identify specific blocks, village-owned lots or other places where paid parking is feasible. Staff said vendor proposals may be as long as 30 pages to allow thorough responses.
The committee also discussed schedule implications. Staff noted the proposal will be placed on the Village Board agenda; approval and contract award timelines were adjusted in committee discussion (previous contract approval scheduled for May 19 was moved to June). Staff and trustees discussed asking vendors to propose their own timelines and noted implementation — if approved by the board — could be staged so departments have time to prepare (training, staffing and other operational impacts were flagged).
Committee members raised equity and accessibility questions, asking how the system would accommodate motorists without smartphones and whether on-street handicap-designated stalls would be metered. Staff said those details would be included among the options vendors should address and that the village’s library and senior services could help some residents access payment services.
Motion and vote: Committee members moved to recommend the RFP to the Village Board "for mobile parking payment analysis and system with the revision previously noted." The motion passed 3-0.
The committee chair said responses will inform subsequent board discussion, and vendors' recommended schedules will guide when the village asks for implementation approvals.
