Reviewers spent time on the parks and recreation budget, where seasonal staffing and utilities accounted for the largest variances and prompted detailed questions about program capacity and forecasting.
Seasonal wages were the single largest driver cited: the seasonal-employee line has risen sharply after several years of underbudgeting. Committee members linked rising seasonal costs to minimum-wage pressures and to anticipated increased programming as new gym and field facilities come online. Members asked staff for the number of seasonal employees, hours per position and an FTE-like breakout so the committee can link the proposed budget to service levels.
Utilities for fields and facilities were another concern. Committee members asked whether irrigation and lighting (tennis courts, baseball fields and Hein Field) have dedicated meters or abatement arrangements; they directed staff to confirm whether irrigation meters are present and whether irrigation/lighting costs are being captured under the utilities line. Members said an abatement meter would materially change the operating cost profile for athletic fields.
Members also reviewed program and special-event lines. Fireworks and special events historically trend about $2,000 under the budgeted amount; the committee asked whether new contracts or confirmed quotes exist for the coming fiscal year. Program supplies and sponsored programs showed large underspends in previous years and members asked staff to explain planned program expansion once gym spaces open.
Next steps: staff to provide a count of seasonal hires and hours; confirm irrigation/abatement meters and utility allocations; and supply confirmed quotes or contracts for fireworks and major events.
