Appling County accepts low bid for sheriff's office perimeter fence; ARPA funds used for part of cost

Appling County commissioners voted to accept the low bid to install a perimeter fence and an electronic slide gate at the county jail, a project described as securing deputy parking and employee access.
The low bid was recorded in the meeting as $39.09. County staff said the slide gate operator is an additional electronic device that raised the total price in one proposal to about $40,980. Commissioners noted $28,000 of the project will come from American Rescue Plan Act (ARPA) funds and that the county will need a budget amendment to cover the remaining cost.
During discussion, a county staff member explained, “Yes that’s for the actual slide gate operator which is an electronic device.” Commissioners asked whether the gate was intended only to prevent theft or to control routine employee access; staff replied it is intended to “secure the whole back of the jail” including employee parking and deputy vehicles.
A motion to accept the low bid was made and seconded and the commission proceeded with the acceptance. The county clerk and manager were asked to note that part of the payment will come from ARPA funds and that the remainder will require a budget amendment.
The commission did not provide a line-item tally of votes on the record; the motion was adopted as part of the consent/action items for the meeting. Funding details and the final contract documents were flagged for administrative follow-up and formal budget adjustment.
