The Canton Local School Board on a unanimous voice vote approved raising the district—s base substitute teacher pay to $125 per day and adopted a resolution to allow certain non-bachelor-degree substitutes to fill classrooms under established guidelines.
Board members and district staff said the changes are intended to address an ongoing shortage of substitute teachers and to make substitute work more attractive. A staff member presenting the item said the change reflects market pressures and will apply to certified substitutes across the district.
The policy action includes two parts: a resolution establishing the requirements for substitute teachers for the 2024-25 school year and a separate motion to set pay rates. The resolution clarifies that non-bachelor substitutes will be background-checked, must meet building principal approval, and may include student teachers or other early-career candidates in specified circumstances. The presenter said the district has used the non-bachelor pathway in prior years and is seeking continued flexibility for 2024-25.
On pay, the presenter told the board the district is increasing the daily base rate from last year—s $100 to $125 for most substitute assignments. The packet also corrected an earlier typographical error that had listed the amount incorrectly. The presenter said bus-substitute pay will remain aligned with the district—s starting bus-driver rate and that some substitute positions will continue to carry alternate daily rates when applicable.
Board members asked clarifying questions about how long rehires would be employed, whether long-term rehires would displace returning teachers, and how campus-specific principals would manage approvals for younger substitutes. The presenter responded that long-term retire-rehire placements were being approved for full school-year coverage and that the district would revisit staffing if teachers return midyear.
The board voted to approve both the substitute-teacher resolution and the pay-rate change. The roll call for the pay-rate motion recorded ayes from Doctor Noe; Miss Brown; Mister Knight; Mister Kresge; and Miss Davis.
The district will publish the updated substitute rules and pay schedule in the employee packet and on its website before the start of the school year.
