Jelly said the town received zero public comments during the public notice period; under RIDEM's procedures, 25 or more comments would have triggered a required public hearing.
Council members moved and approved the measure; the chair announced "Ayes have it." There was no roll-call tally in the meeting transcript.
Jelly said he and staff reviewed the report and found it in order for submission to RIDEM. No additional funds or policy changes were proposed during the discussion.
