York County planning panel approves rezoning of McConnells Highway parcel to RSF-30

The York County Planning Commission on March 10 approved rezoning case 25-04, allowing a 2.13-acre parcel on McConnells Highway near Rock Hill to change from Neighborhood Commercial (NC) to RSF-30 (residential single-family, 30,000-sq-ft lot standard).
Commission staff said the request is intended to permit subdivision so one dwelling on the parcel can be separated and sold. Thomas Newland, Long Range Planner, told the commission the site consists of multiple structures — two dwellings and accessory buildings — and that the largest commercial structure on the lot is being demolished. "We recommend approval for this request," Newland said, adding the rezoning aligns with the county comprehensive plan’s underlying single-family residential designation despite the parcel’s rural-center node overlay.
Diane, planning staff, clarified the practical reason for the change: "The reason for it is to be able to subdivide the property. So we wanna be able to cut that property out to be able to sell it to somebody else." Commissioners asked about surrounding uses, noting a nearby self-storage facility, and discussed how historical road realignments left a patchwork of commercial and residential zoning along McConnells Highway.
A motion to approve the rezoning was made and seconded; the commission voted to approve. The transcript does not record individual vote tallies or the names of the mover and seconder.
The approved rezoning reclassifies tax map number 5350000153 from NC to RSF-30. Staff noted that, although the parcel lies within a rural-center node on the future land use map, the site’s geometry and the fact that Oak Ridge Meadows Court does not connect to McConnells Highway make it a better fit for single-family residential use.
The commission did not add additional conditions beyond standard subdivision and permitting requirements in the file. No timetable for subdivision recording or further procedural steps was specified in the discussion beyond the stated intent to subdivide so the house can be sold.
The commission moved on to other agenda items after the vote.
