The Portsmouth Planning Board voted on Jan. 9 to forward the town’s Community Development Block Grant (CDBG) application to the Town Council with a favorable consistency certification. The application requests $500,000 to be used to replace heating systems at Quaker Manor, a Portsmouth Housing Authority property, and is essentially the same application the board reviewed on Nov. 20; the applicant refiled because of a public‑advertising issue.
Planning staff told the board the application matches the town’s comprehensive community plan and local development ordinances and preserves existing affordable housing for seniors and disadvantaged households through upgrades to building systems and services. Mr. Savini of the Portsmouth Housing Authority attended but made no additional remarks.
Board member Bridal Tibbets moved for a favorable recommendation to the Town Council; Mr. Harding seconded. The board voted unanimously by voice vote: "All in favor, say aye" and the motion carried.
The board also approved the Nov. 20 planning‑board minutes at the start of the meeting by voice vote.
The CDBG application will be forwarded to the Town Council for the council’s action and any subsequent state or federal processing required by the CDBG program.
