Trustees discuss short-term rental code rewrite, event safety and full-island rental requests including August moonlight run

Trustees and staff used the Jan. 27 work session to review examples and next steps for short-term rental regulations, event safety plans for community festivals and specific requests to rent the village's island park facilities.
Trustees said they will circulate printed model code examples prior to the next meeting and then draft village-specific language. Board members discussed safety and minimum requirements for short-term rentals including posted safety signage (for hot tubs and other hazards), consistent fee collection, and periodic inspections. Administrator Knoell and staff agreed to provide printed copies and to present a draft at a future work session for the board to adapt for local needs.
On events, staff reported an Old Home Days safety plan is in development; members agreed to update the key schedule to match what the board previously approved. For all-island rentals, staff noted a request had been received to rent the entire island for events and that organizers typically ask for a one-hour extension of time; organizers coordinate with police, fire and emergency services and sometimes hire private security. The board discussed no-inflatable rules for certain events (no bounce houses or inflatables people climb into for insurance reasons) while allowing small interactive inflatables that do not enclose users.
The board also heard a full-island rental request from event organizer Larry Burnell for the "moonlight run" on Aug. 13, 2025, proposed as a fundraiser for the Hillary Grama Foundation. Staff said event organizers reach out to police, fire and emergency services, provide a course and contract private security, and often request an additional hour. Trustees asked staff to confirm details with the organizer and to return with a rental authorization recommendation.
