County staff proposes Land Bank term fixes; Authority to decide approach

County staff reported that some seats on the Ottawa County Land Bank Authority are out of sequence with the six-year staggered terms required by statute and the intergovernmental agreement with the state land bank authority. Treasurer Cheryl Clark presented a plan to shorten or repost certain seats to restore the intended staggered terms and to ensure upcoming vacancies are six-year terms.
Ron (staff member) explained the standard approach: if a six-year seat is vacated partway through, the replacement typically serves the remainder of that term so the stagger remains intact. Cheryl proposed shortening a current appointee’s term and posting another seat to recreate the stagger and bring county records into compliance with statutory expectations.
The committee directed staff to bring the proposed fixes to the Land Bank Authority and ask that body to select the preferred remedy; committee members said they expected the Land Bank Authority would reach an amicable solution. Committee member Jordan Jortsma, who serves on the Land Bank Authority, said he did not expect controversy and that the Authority meets infrequently.
No committee vote changing terms was taken; the committee asked staff and the Land Bank Authority to craft and return with specific recommendations and draft bylaw changes as needed.
