Ron (staff member) reported that the Parks bylaws include language requiring the Parks Commission to "approve" incumbent commissioners for reappointment before the board of commissioners acts; county practice and state statute do not require this step. Jason (parks superintendent) said the commission had long used the word "approval" in its bylaws to allow the commission to endorse incumbents, but that implementation diverged from the bylaws. Several commissioners, including Allison and Phil, said they preferred that the Parks commission provide an endorsement or recommendation rather than an approval that could be read as usurping the Board's appointment authority.
Commission members suggested removing or rewording the "approval" language, converting it to a recommended-qualifications or endorsement process, and creating a recommended-skills list to guide appointments. The committee asked Parks staff and legal to work on a revised draft and report back to the Appointment Alignment Committee at the next meeting.
No formal motion to change bylaws was made at this meeting; the committee asked Parks staff to return with proposed language and a timeline for Board review.
