Mills said five villages — including Elmsford, Dobbs Ferry, Rye Brook and Irvington — have expressed interest in jointly studying whether a shared human‑resources or personnel office is feasible. Mills said Rye Brook is taking the lead and that its grant writer will prepare the application. He said the initial grant request would seek approximately $50,000 to fund a study to evaluate shared services such as health insurance administration, workers' compensation administration, payroll and personnel policies.
In response to a trustee question about who would conduct the study, Mills said the village would likely issue a request for proposals to hire a consultant. Trustees were asked to pass a resolution to declare intent so the lead municipality could include Elmsford in the joint grant application.
