The Cascade City-County Board of Health on Oct. 12, 2025, approved Resolution 25-03 opposing state legislation that would preempt local governments from adopting clean indoor air protections, including regulations that cover vaping and e-cigarettes.
Abigail presented background from the Montana Tobacco Education and Prevention partners and noted local precedent: she said roughly 10 cities and one county in Montana have adopted local clean indoor air ordinances that include vaping and e-cigarette products. The resolution focuses on opposing preemption language that would bar localities from enacting protections that are more stringent than state rules.
Commissioner Bridal moved the resolution and Heather seconded. No public comment was recorded and the board voted to approve the resolution. Abigail said additional tobacco-related bills are expected and she is drafting a separate resolution to explicitly include vaping and e-cigarettes in the state clean indoor air definition for a future meeting.
Board members discussed prioritizing a limited number of issues for testimony so the board’s appearances in Helena remain targeted and credible. Abigail said staff will continue to track tobacco-related bills and propose additional resolutions as needed.
