Bay County commissioners approve series of routine resolutions and appointments

At its March 18 meeting the Bay County Board of Commissioners approved multiple resolutions and appointments including benefits changes, contract awards, and the appointment of Michael Losey as Environmental Affairs and Community Development Director; the board also voted to move into closed session for labor negotiations.
The Bay County Board of Commissioners on March 18 approved a package of resolutions and appointments covering health benefits, contracts, personnel changes and committee appointments.
Key votes included adding continuous glucose monitors and insulin pumps to the county pharmacy benefit plan (Resolution 2025-41); awarding a contract to Bay Valley Electric for a central-dispatch uninterruptible power supply replacement (Resolution 2025-42); approving the Debt Hook software agreement (Resolution 2025-43); adopting a letter of understanding for Raymond Robinson (Resolution 2025-44); approving payable items (Resolution 2025-45); designating National Crime Victims’ Rights Week (Resolution 2025-46); and forwarding reports to the county executive (Resolution 2025-47). The board also approved a personnel reorganization in the Equalization Department (Resolution 2025-49).
The board appointed Michael Losey as Bay County Environmental Affairs and Community Development Director (Resolution 2025-48). Losey addressed the board briefly after the appointment, saying he has experience with environment–infrastructure issues and previously worked for Springfield Township; he also said he plans to work with county staff as he transitions into the role. The board approved the appointment by voice vote with no opposition recorded.
The board received nominations and conducted votes for appointments to the Bay Area Health Authority Board of Directors, filling three full three-year terms (names recorded in the meeting included Richard Byrne, Robert Pavlak and Shelly King) and one unexpired term through March 31, 2026 (Chris Gerard). The board also received and approved Region 7 Area Agency on Aging appointments and reappointments, including the appointment of Patrick Beeson to the Region 7 board; Beeson spoke during public comment to thank commissioners and described services the agency provides to seniors.
Other administrative items received by the board included notice that a Brownfield plan adoption for the Bay Valley Resort and Conference Center will be re-noticed and held at a special meeting on March 25, 2025. The Bay City Brownfield Redevelopment Authority’s amendment to the Water Street Lofts Brownfield plan was received by the board for notice; no board action on the Brownfield items was taken at this meeting.
At the end of the meeting the board voted to go into closed session to discuss labor negotiations pursuant to MCL 15.2681(c); the board approved going into closed session and conducted a roll call as requested.
