Richland County committee members discussed upgrading the county’s LiDAR and derived products to make imagery and drainage-area analysis more usable for staff across departments, and approved pursuing grant and county retained-fee funding to pay for the upgrade.
Planning and land information staff explained that previous flyovers and raw LiDAR data exist but are not yet in a user-friendly platform that allows automatic drainage-area calculation. Staff said an enhanced product would let departments such as planning and zoning, highway, and emergency management calculate watershed extents and set practice locations more easily. The work was described as an enhancement to the 2021 flyover data and software improvements to the county’s land-information system.
Committee members agreed staff should pursue funding: staff will apply for the county land-information grant (2024/2025 cycle) and seek to use retained recording/land-information fees to cover the county match. The committee approved a motion to proceed with grant application and funding planning by voice vote.
Separately, committee members discussed a proposed water study (described as similar to a previous well or watershed study). Staff said they will obtain cost estimates and return with a proposed budget amount before the county’s budgeting cycle. There was no formal vote on the water study at this meeting; members directed staff to get cost estimates and to propose a budget request in time for next year’s budget process.
