County board approves application for up to $22,500 in farmland preservation planning funds

The Richland County Board of Supervisors approved a resolution authorizing the county to apply for a 2026 farmland preservation planning grant of up to $22,500.
Resolution 25-20, offered by the Natural Resources Standing Committee, allows the county to seek up to 50% reimbursement for farmland preservation planning work. Supervisors said the county must update its farmland preservation plan following adoption of the comprehensive plan; the farmland preservation plan must be approved by the state by Dec. 31 of the following year.
The county plans to work with the Southwest Regional Planning Commission and estimated a quoted cost of roughly $20,000 for the consultant work; the grant could reimburse up to half of those costs, and staff said they will try to include any remaining costs in the 2026 budget. Supervisor McKinney moved the resolution and Supervisor Carroll seconded; the board adopted the resolution by voice vote.
Supervisors noted the grant application may allow the county to use staff time as eligible match and that state programs occasionally increase funding for staffing. The resolution directs staff to proceed with the application process and return required documentation to the board if awarded.
