Board and Yukon liaison discuss Marine Services Platform, PIDP funding and industry feedback on containerized bulk handling

Port Director Jennings, Assemblymember Hanson and Yukon government liaison Aubrey discussed the Marine Services Platform (MSP) concept, coordination with Yukon government and how PIDP (Port Infrastructure Development Program) funding could be applied to multiuse port infrastructure.

Jennings said the MSP design intent has been multiuse and that prior concept work with Yukon government and Asenco intended to accommodate multiple cargo types. She said Western Copper & Gold’s preliminary transport study suggests containerized bulk handling costs may be only slightly higher than traditional methods, but that peak-season loading times — particularly limited night-time loading windows due to cruise schedules — remain a potential constraint.

Aubrey said the Yukon remains interested in a solution that ensures tidewater access in Skagway and that design refinements may be needed if industry partners identify different operational requirements. He said the export cooperation agreement and procurement approach are outstanding items and that Yukon partners remain open to negotiation on the design and procurement pathway.

Timing and next steps: Board members stressed the short window for PIDP funding (packet listed an April 30 deadline) and asked staff to accelerate engagement with Yukon industry partners to refine any design changes. Hanson urged quick input from Yukon mining partners and said preliminary engineering concepts are necessary to develop cost estimates for a PIDP application.

What was not decided: No procurement was authorized; the MSP concept remains at the planning and discussion stage pending input, engineering refinements and the outcome of grant timelines.
