Dahl Clinic committee forwards amended employee-charges policy and new legislative-mandate approach to full board

The Dahl Memorial Clinic Planning Committee on March 1 recommended the full board approve an amended employee-charges policy and a revised legislative-mandate policy that adopts HRSA bulletins by reference.

Director Wall told the committee the employee-charges policy was updated to conform to the committee—s policy-review calendar and sets a completion date for the final paragraph under revision. "We are changing all policies as we go through, to adhere to the policy review calendar," Wall said during discussion. Committee member Bob Dietrich moved to recommend approval of the amended employee-charges policy and forward it to the full board; William Lockett seconded the motion. The committee voted to forward the policy; no opposition was recorded.

Committee members also recommended approval of a revised legislative-mandate policy that relies on the annual bulletin published by the Health Resources and Services Administration (HRSA) rather than restating those mandates in the clinic—s own policy text. "I believe in the power of adoption by reference," Wall said, explaining the revision is intended to avoid rewriting federally issued requirements each year. Dietrich made the motion to recommend approval of the legislative-mandate policy as amended; Keeley Harris seconded. The committee voted to forward the amendment to the board; no opposition was recorded.

Wall said the HRSA bulletin for 2025 had not been published at the time of the meeting and described where future executive-branch changes would appear once they survive legal review and are added to HRSA publications. The committee—s action is procedural: the committee forwarded both items as recommendations for board review and approval rather than adopting final policy changes itself.

The committee also approved routine procedural items earlier in the meeting, including the agenda and the Feb. 18, 2025 minutes.
