Council approves liquor-license transfer for Thai Spicy LLC and grants Eagle Scout kiosk project

The North Smithfield Town Council on March 3 approved two routine items by roll call: a transfer of a liquor license for a restaurant on Eddie Dowling Highway and the council's consent for an Eagle Scout project at the Wanasawatucket Trailhead.
Transfer of liquor license: The council voted to approve transfer of the liquor license from YT Corporation (doing business as Tai 9 Restaurant) to Thai Spicy LLC, for premises at 175 Eddie Dowling Highway, subject to the Rhode Island Department of Health approving a food business license. The applicant, who gave his name as Itt Noreng and listed a 85 Morton Ave, Woonsocket, address, told the council the business will operate as a Thai and Laotian restaurant under the Thai Spicy LLC name. Councilors recorded the roll call as yes by all present (Mister Bearden, Mister Cristo Barrow, Mister Zohara, Mister Punchak, Miss Hough). The motion was made and seconded on the floor; the clerk confirmed the vote.
Eagle Scout project approval: The council also approved a presentation and project by Maxwell Olsen, a life scout who proposed to build a kiosk with a trail map and informational display for the Wanasawatucket Trailhead in coordination with the North Smithfield Heritage Association. Olsen told the council his materials cost should not exceed $1,000 and that any surplus funds would be returned to the North Smithfield Heritage Association. The town recorded a motion to approve the project "as presented," and the roll call vote was recorded as yes by the councilors present.
Both items were handled during the council's routine business; the liquor license approval was explicitly conditioned on state health licensing authority review.
