Council authorizes revised resolution to form Hallowell multi‑generational building committee; funding gap and committee roles remain under review

The Nelson Field Town Council authorized the town administrator to prepare a revised resolution, in coordination with committee chairs and the solicitor, to create a Hallowell Multi‑Generational Building Committee (HBC) that will oversee planning and construction activities for the proposed multi‑generational center and related recreation improvements.
Committee chairs presented a joint recommendation after meetings in December and January. Linda Tebow, chair of the Multi‑Generational Advisory Committee, reported the committees voted to disband and recommended forming a new building committee with five voting public members, two alternates and three administration representatives. Jeff Porter, chairman of the Hallowell Review Committee, said the two groups largely agreed on membership and tasks and requested the resolution explicitly include oversight responsibilities during development and construction.
Council and committee members raised funding questions. The administration noted the town has a $4,000,000 congressional appropriation for the project and a $1,000,000 grant for recreation that overlap with the Hallowell site. Committee and council members acknowledged an estimated funding gap relative to the concept presented to the council and discussed options: seek additional grants (including Community Development Block Grant), identify other funding sources, or scale the project. The town administrator said staff will pursue grant applications and short‑term hires (a 30‑day grants writer) to prepare federal documentation for the $4,000,000 and $1,000,000 appropriations.
The council approved a motion directing the administrator to work with committee chairs and the solicitor to produce a clean, consolidated resolution for the next meeting rather than acting on several versions presented on short notice. The council also tabled formal dissolution of the prior advisory and review committees and appointments to the new HBC until the revised resolution is circulated.
Linda Tebow summarized the committees’ vote: “the multi generational committee and the Hallowell Review Committee be disbanded and a building committee be formed for the building of the center.” Jeff Porter asked that the resolution specifically reference the $1,000,000 recreation grant in the whereas clause and that oversight of the $4,000,000 and the $1,000,000 be coordinated to avoid duplicate oversight.
The council’s action was procedural: a directive to prepare a single, solicitor‑reviewed resolution and circulate a clean draft prior to a final council vote. Dissolution of the predecessor committees and appointments to the new HBC were tabled to the next meeting to allow public review and finalize language, including grant‑use clarifications.
