Committee approves due-pass recommendation for bill changing administrative hearings budgeting model

Jared Tatrow, Budget and Policy Analysis, Legislative Services, introduced Senate Bill 1116 and explained the bill would change the budgeting and cost recovery model for the Office of Administrative Hearings from a billing model to a statewide cost-allocation model similar to how the Attorney General and state controller recover costs.
"Current Idaho code has [the Office of Administrative Hearings] set up as a billing model," Tatrow said, and that practice "has not proven successful" in recent years. The bill would allow costs to be recovered based on percentages of services used instead of up-front billing estimates.
Representative Manwaring moved to send Senate Bill 1116 to the House floor with a due pass recommendation. The committee approved the motion by voice vote; the chair announced the bill will be sent to the floor with a due pass recommendation.
The bill will proceed to the House floor for further consideration; fiscal and implementation details will follow in the regular budget process.
