JFAC approves $122.86 million one‑time public works package, plus Department of Administration enhancements

The Joint Finance‑Appropriations Committee voted Wednesday to approve a one‑time Permanent Building Fund package totaling $122,861,900 for capital projects and restoration work across the state, and concurrently approved modest personnel and operating enhancements for the Department of Administration.
Budget analyst Frances Lippitt outlined the Permanent Building Fund proposals: funding to expand the Department of Lands’ Ponderosa supervisory office, utility connections for a planned Army National Guard Readiness Center in Bonneville County, construction and land purchase for an Idaho State Police District 2 facility, labs at Boise State University’s Micron Center for Materials Research, a life sciences complex at Idaho State University, and a joint military science and veterans assistance center at the University of Idaho. The request also included restored funding for statewide deferred maintenance and a large replacement‑items package for alterations, building maintenance and ADA compliance.
Representative Petzke moved the package; Senator Bierke seconded. The motion (one‑time, dedicated funds) passed with a joint tally of 15 ayes, 3 nays and 2 absent/excused. Petzke said the Department of Administration oversees large inventories of state property and vehicles and that investing in staff and maintenance yields a good return.
The committee also approved six small Department of Administration enhancements in the operating budget: a personnel technician for the Office of Group Insurance, a property values analyst for risk management, a financial specialist, a trailer for the Division of Security, funding for the governor’s housing stipend and a fund shift for operations. Those operating enhancements were approved in a separate motion and carry modest dedicated fund costs and three additional FTEs.
Language associated with the Permanent Building Fund appropriations requires regular reporting by the Division of Public Works and directs the advisory council to recommend prioritization and to identify balances from older appropriations.
What’s next: JFAC’s recommendations proceed to the broader budget bill and will be acted on in subsequent legislative stages.
