Resolution would mark NCSL's 50th anniversary, sponsor says

Senator Barry Usher, sponsor of SJR 10, described NCSL as an organization that provides research, training and a forum for states to exchange policy ideas. "NCSL is your organization ... they do research for us that we need," Usher said, adding that legislative staff and legislators in the United States and territories are automatic members. He also noted Montana state Sen. Antoinette Roselle as one of the founding members of NCSL.
Usher emphasized the organization's nonpartisan character. "It is a nonpartisan organization, and we want to keep it that way," he said.
No proponents or opponents testified in person; Usher reported that Kallie Wicks asked him to note her support but could not attend because she was in another hearing. Representative Harry asked a procedural question during the committee period but the hearing proceeded with minimal debate and no recorded vote.
The resolution, as described in the committee, would chiefly be ceremonial—recognizing NCSL's 50 years and the work its meetings and research provide to state legislators and staff—and does not, in this hearing, propose budgetary or statutory changes.
