Ryan Leland, Helena’s public works director, said his city has spent roughly $23 million in recent years seeking water sources and that an extension would allow more measured planning rather than rushed actions. Other supporters included the Montana Association of Conservation Districts, Trout Unlimited, Great Falls city representatives, the Montana League of Cities and Towns, Montana Farm Bureau Federation, and several chambers of commerce.
No opponents or informational witnesses appeared at the committee hearing. The committee’s recorded executive action shows a voice vote recommendation to concur and the matter was sent to the floor for further consideration.
