LAFCO approves consent agenda, draft budget and administrative items; adopts audit and approves vendor contracts

San Mateo LAFCO at its March 19 meeting finalized several administrative items alongside the municipal service reviews.
Consent agenda: Commissioners approved the consent agenda (standard items) by recorded vote.
Draft FY 2025–26 budget: Staff presented a draft net operating budget of $921,821 for fiscal year 2025–26, an increase driven by salaries and benefits, legal services and one-time relocation/furniture costs. The commission opened the public hearing and approved the draft budget to move forward; staff will schedule a final public hearing and adoption in May. The draft budget reflects a projected fund balance and the standard one-third apportionment from county, cities and special districts.
Application fee schedule: Staff proposed revisions to the LAFCO fee schedule (annexation and other application fees) to reflect staff time and rising costs; proposed increases averaged about 17% for common annexation categories. The commission directed staff to return the fee schedule for final adoption at the May meeting after formal public notice.
Audit and audit engagement: O'Connor & Company’s independent audit of LAFCO financial statements for fiscal year ended June 30, 2023, found no material weaknesses or compliance issues; the commission accepted the audit. Commissioners also authorized the executive officer to sign a three-year engagement with O'Connor & Company for external audit services covering fiscal years ending 2024–2026.
Scanning contract: The commission authorized the executive officer to contract with eRecordsUSA to digitize historical LAFCO paper records (searchable PDFs). Staff estimated the project would cost about $8,200–$8,900 and take six to eight weeks beginning in May.
Other business: Staff updated the commission on CalAFCO governance changes and membership developments; commissioners received reports from the policy committee on AB 259 (teleconferencing rules) and other legislative matters.
All administrative motions recorded passed on roll call.
