Madison County supervisors extend tax payment deadline to June 19, adopt revised budget calendar

Madison County supervisors on Monday voted to push the real-estate tax payment deadline to June 19, 2025, and adopted a revised FY-26 budget calendar aimed at giving staff and outside presenters more time to finalize capital figures.
County staff said the calendar changes will create space for follow-up presentations and separate public hearings required by state law on the tax rate and the budget.
Ms. Warren, a county staff member who presented the draft calendar, told the board that staff recommended moving a Davenport presentation to the April 3 budget work session so the organization could update capital figures ahead of a final presentation. “We are recommending that we move the Davenport presentation to the April 3 budget work session. That gives a little bit more time now that we have capital and we're refining the capital for them to update their figures,” Ms. Warren said.
Mr. Wigley, a county staff member who handled advertising for the tax-rate public hearing, told supervisors a recent change in state practice requires separate public hearings if the board wants distinct hearings for the tax rate and the budget. “The state code lays out and they have changed in the past. We've been allowed to hold your public hearing for your tax rates...now they have to be separate,” Mr. Wigley said, urging the board to keep the April 22 date as an additional hearing if needed.
After additional discussion about collection timelines, staff recommended extending the usual June 5 tax-collection deadline by about two weeks. The board moved and seconded a motion to set the real-estate tax payment deadline to June 19, 2025. The chair called the question and members voted in favor; the motion passed.
The board then took up adoption of the updated budget calendar, which Ms. Warren described as aligning work sessions and public hearings with presentations and permitting flexibility for rate adjustments. A motion to adopt the revised calendar was moved, seconded and approved by voice vote.
The revised calendar schedules a budget work session on April 10 for staff presentations and reserves April 22 as an additional public-hearing date if the board needs to adjust rates or administrative fees. Staff said the May 13 public hearing remains the recommended date for final budget approval.
Board members asked staff to finalize the exact tax-collection notice date and to circulate the adopted calendar to department heads and outside presenters. The board did not record roll-call vote tallies in the minutes for either motion; both were adopted by voice vote.
Looking ahead, staff will present the next round of budget adjustments at the April work sessions and will update the calendar folder on the county OneDrive after formal adoption.
