The London City Council adopted several ordinances and resolutions during the March 19 meeting. The principal items and outcomes recorded in the meeting are summarized below.
Ordinance 208-24 (property title acceptance and transfer): Council adopted an amended ordinance to accept title to certain property and immediately transfer it back to the owner to implement tax-increment financing; members recorded a roll-call vote in favor and the ordinance passed. Councilmembers voted to amend the ordinance to add an inadvertently omitted parcel and to include a transfer and indemnification agreement that will inure to the city’s benefit.
Ordinance 207-24 and 209-24 (establishing incentive districts/TIF designations): These items remained on the agenda for further readings and refinements; staff said additional meetings with stakeholders were scheduled before final votes.
Ordinance 111-25 (amendment to codified ordinance 874—events/sidewalk market provisions): Council discussed revisions and approved the item on its fourth reading after voting; one member voted no during the roll call.
Resolution 127-25 (Tax Incentive Review Council recommendations): Council voted to adopt the TURC recommendations to continue abatements and certify compliance for listed businesses (examples noted in committee: Elite Fitness, Nissan, Sovereign Village, Heartstor's Ice Cream, Castle's Hair and Nail Studio). The resolution passed on a roll-call vote after committee review.
Resolution 129-25 (Third Ward stormwater appropriation increase): Council adopted an increased appropriation (approximately $50,000) from the stormwater fund to allow replacement of culverts and related work identified during ongoing site work; members amended the resolution to remove an explicit Third Ward reference before final adoption.
Resolution 126-25 (advertise for bids for pickleball courts): The council discussed the project site relocation and bid timeline; a motion to suspend three readings did not achieve the required support, leaving the resolution to proceed through the normal schedule for further action.
Resolution 130-25 (advertise for bids for personal property no longer needed) and Resolution 130/131-series administrative items: Council approved routine advertising and disposition measures to surplus or advertise for bid various equipment and services.
Ordinance 131-25 (fees for preparing law enforcement video records): Council discussed aligning charges with recent state-level changes and clarified the proposed maximums for video-preparation charges; the item was presented for consideration, and staff noted compliance with state law changes.
