The Unified School District of Antigo Board of Education approved the 2025–26 4K program contract with All Saints for one year, recording eight votes in favor and one abstention. The board’s discussion focused on clarifying contract language about student contact hours, parent outreach documentation, and an enrollment cap noted in the contract.
Jill Maddock Nelson moved the motion to approve the contract. Administration said the contract language was reviewed and cleaned up before presenting to the board so both parties would have a clear set of expectations. The district noted All Saints had requested a 6% tuition increase and an option for a full-day program in earlier discussions; those requests were not adopted in the version the board approved. The contract retains the district’s per-pupil payment of $1,118.
Administration also told the board it will require documented parent outreach activities and student contact time so the district can meet membership-audit requirements for the 4K program. Miss Stutzriem (director of curriculum and instruction) and other administrators explained that the requirement for tracking outreach is necessary in case of a state audit and that All Saints had not previously been asked to document some of those items.
The contract language includes a 20-student cap that administration said has appeared in past contracts but was not consistently enforced. Administration said if the board adopts a contract, the district should follow the written contract terms going forward and will sit down with All Saints’ leadership to align documentation and expectations.
Administration described a continuing partnership with All Saints that includes Title services provided by the district; staff said they have sometimes provided additional Title support to All Saints when needs required it. The board chair noted the relationship with All Saints has been cooperative and that final contract execution would proceed once All Saints reviews and signs it.
