Town staff presented a pared‑down proposal for a 'Road to 2030' strategic roadmap during the March 18 work session, saying the product is meant as an internal management tool linking long‑range plans (including the comprehensive plan and climate work) to prioritized objectives and measurable actions.
Tiffany (town staff) described the model as adapted from the UNC School of Government's Strategic Public Leadership approach and said the emphasis is on defining objectives, action steps and measurable indicators that departments can track over a 4–5‑year horizon. "The core of the work is really gonna be on the defined objectives, action steps, and measures of success," she said.
Select Board members praised the emphasis on measurable outcomes and continuity across changing boards, but asked staff to clarify the consultant market, who would implement work, and how the roadmap would be resourced and tied to the CIP and annual goal‑setting.
Staff said initial funding is proposed in the select board budget and that they will request three quotes from qualified firms and share a refined scope for the board before procurement.
