Monarch update: Polaris upgrade wraps with minor issues; director attended privacy literacy forum and says federal IMLS review unlikely to affect local funding

At the March 18 meeting the West Bend Community Memorial Library board heard a Monarch system update and a report from the library director about a national privacy-literacy forum funded by the Institute of Museum and Library Services (IMLS).
The Monarch update, reported to the board, included the systemwide Polaris upgrade, which completed with a few initial issues but appears to be functioning. The operations committee continues to revise employee handbook language around bonuses so the system can award them where appropriate; the handbook work is ongoing.
The library director described attending the National Forum for Privacy Literacy at Penn State University, funded through IMLS, and said the forum’s work will aim to create standards and competencies for privacy literacy in libraries. The director reported bringing ideas back to the American Library Association and noted the forum included presentations on surveillance and privacy from artists and academics.
Regarding recent federal attention to IMLS funding, the director told the board the library receives little direct IMLS funding and that most local support for the library comes from city and county budgets. The director said state statute governs the local library framework and significant federal changes would not automatically alter local funding or governance without state-level legislative action. The director added that any broader impacts from federal-level decisions would be monitored by the system director and reported back to the board.
No formal board action was taken on the Monarch items or the IMLS update; the reports were informational.
