Monroe County commissioners approve minutes, claims docket, contracts and traffic ordinance in 3-0 votes

MONROE COUNTY, Ind. — The Monroe County Board of Commissioners voted unanimously on routine business and several contracts and ordinances during its March 13, 2025, meeting in the Nat U Hill Room.
The board approved the minutes for its March 6, 2025 meeting and the accounts-payable claims docket for March 13, 2025, which the auditor reported totaled $9,122,566.47. Both motions passed on voice votes recorded as 3-0.
The board also approved a 36-month renewal contract for dumpster service with Republic Services covering locations including the Health Building, Courthouse, Community Corrections, the Justice Building and North Showers. The contract carries a 5% year-over-year increase and totals $31,611.24 across the three-year term (Year 1: $10,027.20; Years 2–3: $11,505.20 each). Republic Services was the low bidder among Avis Waste Removal and Rumpke Waste and Recycling.
A construction change order for work at the Karst Athletic Complex (Reed and Sons) was approved. The change order increases Contract 1 by $18,406.73 and Contract 2 by $19,767.81; county staff said the changes fall within contingency funds and do not alter the overall contract amount. Staff also said the substantial completion date was extended from Aug. 1, 2025, to Oct. 1, 2025, because a third turf field was added.
The board approved a services agreement with F and E Service Pros for scanning and automated processing of tax bills and checks. The county treasurer described the contract as cheaper than alternatives considered and said it preserves the county’s ability to accept photocopied tax bills without charging property owners for reprinting.
The board accepted a grant award from the Indiana Department of Health for a “Strengthening Prevention” program to expand disease-investigation services across 16 counties and to support local staff. County health staff said the grant finances three positions, and the department will post and fill one additional role to carry out the expanded services. The motion was approved 3-0.
Finally, the board adopted Ordinance 2025-08 to amend prior ordinances (86-09 and 86-06) after a unanimous recommendation from the Traffic Commission. The changes delete a 30-mph speed limit and add a 25-mph speed limit for Duxbury Drive, Thames Drive and Wexford Court, and they add stop signs at Amber Drive at Kiley Court and at Kiley Court at Harrell Road. The ordinance passed on a 3-0 voice vote.
