City and county debate public participation and accountability as shelter RFP proceeds

Task force members reviewed the status of a request for proposals (RFP) for local shelter services and discussed how county and city requirements affect next steps. Staff said the RFP response deadline is March 28 and that county staff and city staff plan to jointly evaluate proposals if any are received.
A member identified the county resolution (referenced in the packet as R 12 25) that supported funding for shelter services. Andrea, a task force member, pointed out that a city council resolution passed Dec. 26 includes language that reads, in part, “be it further resolved that prior to agreement for services, a public participation process will occur for which efforts will be specifically made to invite meaningful engagement from those experiencing homelessness.” Andrea said that, in her understanding, that requirement remains to be satisfied before agreements are finalized.
Staff and the chair said they had conducted numerous small-group interviews and one-on-one meetings with people experiencing homelessness and believe those meetings produced candid feedback; they also said they will consult the city attorney for a legal opinion on whether a formal public meeting is required to meet the city resolution language. The chair said he would host a public meeting if the city attorney advises it is legally necessary, but that he prefers targeted, private meetings to elicit honest feedback from that population if the resolution does not legally require a public forum.
Discussion also emphasized accountability and time-limited shelter models. Staff relayed feedback from multiple people who were formerly unhoused and who told the task force they supported shelters with clear expectations and limited length of stay as a path toward stable housing. The RFP was framed to allow proposals that target narrower subpopulations (for example, shelters focused on people committed to sobriety), rather than a single congregate model that mixes diverse populations.
Members said they intend to present a compiled final report and timeline to the county board and to the city council; staff will circulate a draft PowerPoint of the final report in advance of the next meeting for task force feedback.
