Council Rock readies special education plan update for PDE as board notes dozens of active settlements

The Council Rock School District reported progress on its three‑year special education plan and acknowledged numerous ongoing settlement matters during the March 20 board meeting.

Superintendent Dr. Senko told directors the district’s updated special education plan will be posted March 25 for a 30‑day public comment period and that the final plan will be presented for board approval on April 24 before submission to the Pennsylvania Department of Education by May 1, 2025. The plan update follows PDE guidance for district special education plans and the district said a steering committee of teachers, administrators, staff, community members and a board member (Ms. Khan) helped develop the draft.

At the same time, the board’s solicitor, Mr. Musso, provided a public summary of recent executive sessions and noted a series of executive meetings for personnel, negotiations and litigation. Mr. Roosevelt and Mr. Musso discussed the district’s active special education settlements during the consent agenda; speakers used varying estimates—‘‘about 20 or so,’’ possibly ‘‘27,’’ and Mr. Musso referenced ‘‘at least 30 to 40 active cases’’ in the system—while cautioning that those numbers are fluid and subject to final board review.
