Council adopts annual updates to development guidelines and accepts long‑range economic plan

Layton City Council adopted updates to the Development Guidelines and Design Standards (Ordinance 25‑07) and accepted the Layton City Long‑Range Economic Development Plan (Resolution 25‑11) at its March 20 meeting.
Staff said the annual engineering updates clarify design requirements, add standards to meet recent legislative changes, consolidate meter sizes and add sidewalk and driveway standards to ensure ADA compliance. The ordinance updates are maintained by the engineering division and apply to public‑facility design and construction processes.
Separately, the council accepted a consultant report by Better City and Urban Design Associates — funded in part by a Wasatch Front Regional Council planning grant — that analyzed town centers, retail demand and market opportunities across the city. The study identifies strategies for investing in public spaces, creating pedestrian‑oriented centers, and focusing housing density near transit and retail nodes. Staff said accepting the plan fulfills grant requirements; the plan is a non‑legislative planning document intended to guide future policy and implementation steps.
Both items were presented as consent agenda items with planning staff and the economics consultant available. Council approved the ordinance and resolution in the same vote; staff will carry the design standards into practice and use the long‑range plan as a reference in future policy work and project prioritization.
