Liberty County awards two-year grounds-mowing contract to lowest responsive bidder

The Liberty County Commission approved awarding the 2025–26 Liberty County Recreation Department (LCRD) grounds‑mowing contract to the lowest responsive bidder, Jody Smiley Landscaping, following staff review of 11 proposals.
Staff reported that the bids covered mowing of county properties and parks from April through October with a schedule of two cuts per month in April, May, September and October and three cuts per month in June–August. Eleven bids were opened; two bids were deemed non-responsive because they lacked the required Georgia immigration compliance certification. Staff recommended and the commission approved the lowest responsive bidder for the two‑year contract.
Commissioners asked about unusually large bids from some firms; staff said the prices were as submitted on the state bid sheet and reflected firms with higher mobilization or overhead. The board made a motion to approve the staff recommendation and voted to award the contract to Jody Smiley Landscaping; the motion passed by voice/hand vote. Staff will execute the contract and schedule service for the April–October mowing cycle under the new contractor.
