Public hearing and record: The planning district commission’s environmental planner presented the amendment and the public comment period. A commenter raised concerns about potential runoff to the James River and recommended that Dominion post a bond scaled to inflation to protect county taxpayers; supervisors and staff noted the company has submitted proffers and that DEQ will conduct permitting and long‑term monitoring requirements. The board voted 5–0 to approve the major amendment for the regional solid‑waste plan and to forward the public‑hearing record to DEQ for its technical review.
Implementation: Staff noted that DEQ retains final authority on technical standards, monitoring, and permit conditions. The board’s action allows Dominion to proceed with the formal permitting process; DEQ will evaluate the application and the public comments, and it may impose permit conditions if it approves the landfill plan.
