Council rejects single bid for 2025 Street Rehabilitation Phase 2, staff to rebid within larger package

Council Member Deborah Lewis asked why staff would reject a bid that was within the available funds. Public Works staff explained that the city received only one bid for the small $300,000‑scale package and staff recommended rolling the work into the larger FY 2025–26 pavement package to gain efficiencies and a more competitive per‑unit price. Staff said the money can be extended into FY 2025–26 and that rebidding as part of a larger contract should attract more bidders and lower unit costs.
Lewis and other council members expressed concern about asking contractors to bid and then rejecting the bid; staff said the decision was intended to maximize scarce street‑rehabilitation funds and to obtain better pricing through economies of scale. The council formally adopted Resolution No. 6899 rejecting the bids and directed staff to proceed with rebidding the work as described.
