Representatives for Pine Gate Cooperative described a proposed community solar array for a parcel on Beech Hill Road near the town recycling center during the March 20 planning board meeting. The project would be resident‑owned through ROC New Hampshire (Resident Owned Communities), developed by Barrington Power, and is intended to yield an estimated 92.4 kW‑DC of solar capacity and roughly $20,000 in annual financial benefit that would be distributed to cooperative members as lot‑rent credits.
Carl Carlson (project presenter) said the array is sized to serve Pine Gate Cooperative residents and that Barrington Power would front construction costs; title would transfer to the cooperative at interconnection and commissioning. The project team said decommissioning and operations-and-maintenance costs are included in the financial model and that the project team plans to set aside reserves for long‑term maintenance and eventual decommissioning. The developers estimated commissioning and interconnection by October 2025.
Board members and staff focused on two technical questions: whether the proposed ground‑mounted array’s disturbed area or change in building footprint triggers site‑plan review under the town’s regulations, and whether clearing or tree thinning would be required for appropriate southern exposure. Joseph, the town planner, said the site‑plan threshold in the ordinance is triggered by an enlargement of the total building footprint by more than 1,000 square feet or 1% of the lot area (whichever is smaller). He noted that typical rooftop arrays do not trigger that metric and said ground‑mounted arrays create ambiguity because the “footprint” measure may not translate directly to panel arrays.
Joseph proposed seeking input from the building inspector (who issues solar permits) and reviewing how neighboring towns treat ground‑mounted arrays for guidance on how to measure disturbed area in this context. The project team and Barrington Power representatives agreed to provide additional detail on the planned ground disturbance and array layout so the town can determine whether a site‑plan application is required.
A nearby resident, Forrest Howes, spoke during the public comment portion and said he lives close by and has rooftop panels on his garage; he expressed some concern about array siting and visual orientation. Board members noted the adjacent recycling center is a compatible neighbor for a solar array given prevailing land uses.
The board closed the conceptual discussion without a binding decision and asked staff and the applicant to return with clarification on the disturbed-area calculation and any necessary permit path.
