Council continues multiple liquor-license hearings, approves several business licenses and entertainment permits
Summary
The Town Council continued multiple liquor-license renewal hearings for businesses that had outstanding state or town requirements, while approving new victualling, laundry and event licenses and granting a full entertainment license for a back-lot venue.
The North Providence Town Council on Feb. 4 heard a cluster of licensing matters and took a mix of continuances and approvals.
Continuances and compliance checks
The council continued formal hearings on several BV liquor licenses and entertainment licenses where applicants had outstanding renewal requirements (state tax clearance, certified food manager, entertainment signature pages, payments to the town or police detail fees). Those continued matters include: - Duane Gapagna LLC (Green Basil Restaurant, 2086 Mineral Spring Ave.): continued to March, clerk to check status on Feb. 18. Attorney and licensee reported tax filings were delivered to the state revenue officer and a corporate return had been filed. - 7 8 7 Restaurant and Lounge (1270 Mineral Spring Ave.): continued to March with a Feb. 18 clerk check; police-detail and food-manager issues discussed. - JL and Bowery Investments LLC (Danish Sports Lounge, 1410 Mineral Spring Ave.): council continued the matter three months because the business is currently closed for flood repairs; clerk to accept documentation earlier if available. - Acorn LLC (The Acorn Room) and SR Management Group LLC (Centered Ale Revival and Stella Suites): continued to March, clerk to check on Feb. 18.
Council members said continuances are conditional on applicants providing outstanding documentation to the clerk before the March meeting.
Approvals and new licenses
The council approved several new or transfer licenses after applicants addressed council questions at the microphone: - Victualling license for Papa John's (1599 Mineral Spring Ave.) — applicant Gabriel Beltri said the restaurant intended to open "tomorrow if available"; council approved the victualling license and clarified town hours (1 a.m. curfew). - Victualling license for California Taco Shop (981 Mineral Spring Ave.) — Kimberly Ramirez told the council she rented a nearby garage for the dumpster; council approved with that understanding. - Laundry license for Dirty Laundry (1099 Charles Street) — approved; hours stated as 8 a.m. to 8 p.m. - Class F1 liquor license for Behind the Bars Mixology LLC for an event at Camp Meehan on June 6, 2025 — approved. - Full entertainment license for a back-lot venue following a successful probationary period — licensees Cody Frazier and Melanie DuPont said they had held four events with no police complaints; council approved a full entertainment license.
Other licensing items
The council authorized a three-month continuance with earlier clerk approval for Danish Sports Lounge because the business reported flood damage and a planned four-month renovation. Several licensees were given check-in dates of Feb. 18 for the town clerk to confirm receipt of state good-standing certificates or other required documents.
Ending
The clerk will check outstanding documentation on Feb. 18 and the council will revisit continued license matters at the March meeting. Where businesses brought required documents before the clerk by the check-in date, the clerk was authorized to clear them for operation before March.
