Council approves zone change for car wash site, continues other zoning and ordinance items to March

The North Providence Town Council on Feb. 4 approved a zoning map amendment requested by VP Development LLC that rezones Lot 38 on Assessor's Plat 23A from mixed commercial/professional and R-8 residential to Commercial General to allow reconstruction of an existing car wash. The council also passed Ordinance 25-002Z, a companion zoning ordinance amendment.
Joseph Brennan, attorney for VP Development, told the council the existing car wash predated zoning (built around 1930) and that the applicant proposes to demolish the old structure and build a new automated facility on roughly the same footprint. Brennan said the Planning Board held a special meeting and issued a positive, unanimous recommendation to the council.
Councilman Bacala moved to approve the zone change; Councilman LaPorte seconded. The motion passed on voice vote.
The council continued several related matters to the March meeting for additional review. An application from S. Alex Jackson to amend the zoning map for Lots 1 and 821 on Assessor's Plat 8 (commercial village designation with special exceptions) and several associated licensing matters for that applicant (Class BV liquor license, victualling license, entertainment licenses) were continued to March. The council also asked the Ordinance Committee to review Ordinance 23-35Z (a provision tied to building permits and reimbursement of expenses when permits are unused) and to consider aligning permit-expiration language with other municipalities; that referral passed.
Separately, the council took up Ordinance 25-001Z (an amendment concerning banquet facilities) and decided to continue the matter to the March meeting so the planning director and town attorney can be present for language review. Council members discussed definitions and potential loopholes for banquet facilities and whether an accessory event room should be treated as a restaurant or a separate banquet use; no final language was adopted at this meeting.
