Planning Commission delays decision on Highfield rezoning to May 15

The Goochland County Planning Commission voted 5-0 on March 20 to defer consideration of a rezoning application filed by Markel Eagle Advisors LLC, known as Project Highfield, until May 15, 2025.
The application requests rezoning of about 138.52 acres at 2106 and 2114 Rockville Road from Agriculture Limited (A-2) to Residential Planned Unit Development (RPUD) with proffered conditions for a residential subdivision. Ray Cash, assistant director of community development, told the commission the applicant had asked for a 30-day deferral and that staff was asking the commission to add another 30 days so staff could evaluate changes to the proffers and communicate significant revisions to the public.
“The applicant has requested a deferral … to be able to attempt to evaluate the comments and return around some amendments to the proffer,” Ray Cash said, explaining staff’s recommendation for extra review time. Cash told commissioners staff believed a May 15 date would give adequate time for evaluation and public notice.
Commissioners moved and seconded a motion to defer the rezoning case (RZ-2024-11) to May 15, 2025. The motion passed on a five-to-zero roll-call vote; recorded aye votes were Mr. Kemmerly, Ms. Kowalski, Mr. Petuk, Mr. Crosby and Mr. McLaughlin.
A separate routine vote earlier in the meeting approved the planning commission’s minutes from the Feb. 27, 2025 meeting on a 5-0 roll call.
During the citizen comment period a resident, Sandra Hill Lumpkin of 2268 Rockville Road, spoke about her long family history in Goochland County and concerns about growth. Commission staff explained that comments specific to agenda applications would be heard later when each public hearing is opened.
The commission’s deferral means Project Highfield will return to the Planning Commission agenda on May 15 for further consideration of the proffers and any public comments received before that date.
