Coppell planning commission weighs Lake Breeze 71‑unit condominium; motion to recommend approval declared denied

The Coppell Planning and Zoning Commission on March 2025 considered a request from property owner Vijay Mora to rezone about 4.4 acres at the east side of South Beltline Road, west of Sanders Loop, for a 71‑unit, four‑story condominium development and to amend the city’s Future Land Use Plan from “mixed use community center” to “urban residential neighborhood.”

The proposal would build a 58–60‑foot, four‑story building with 71 condominium units (32 two‑bedroom units at a minimum of 1,300 square feet and 39 three‑bedroom units at a minimum of 1,600 square feet), about 202 parking spaces including some EV stalls, podium parking, and a roof‑level walking area and amenities. Staff recommended denial, citing a prior city council denial of a substantially similar request and noting the 2030 master plan’s guidance for lower density and mixed‑use development at that location.

Why it matters: The site abuts the DART Silver Line passenger rail and includes an Atmos gas‑line easement; both constraints and transit access shaped staff and commissioner questions about noise, safety, appropriate density and whether the development aligns with Coppell’s adopted master plan.
