House Resolution 113, sponsored by Representative Davis, recognizing April 26, 2025 as Diabetic Eye Screening Day in Pennsylvania, was debated in the House Children & Youth Committee over whether it belonged in that committee or the Health Committee. A motion to re-refer the resolution to the Health Committee failed, 14-12, and the committee subsequently adopted the resolution by the same margin.
Representative Clunk moved to re-refer the resolution to the Health Committee, saying the measure more appropriately belongs there based on subject matter. “Years ago... this is a resolution that typically would come through the health committee,” Clunk said, noting the language centers on adult health. Representative Tricia McNeil, the committee chair and sponsor of another measure before the committee, urged members to vote no on the re-referral so the committee could act now; McNeil’s office said the resolution was placed on the Children & Youth Committee agenda to allow action before the next Health Committee meeting.
Representative Day said he serves on the Health Committee and asked why the resolution appeared before Children & Youth; staff explained it was scheduled in Children & Youth to allow timely action because the Health Committee would not meet for another month. Representative Pugh and other members who opposed keeping the resolution in Children & Youth said the language focuses on working-age adults rather than children; Pugh said that concern led him to vote against keeping it in the committee. Representative Ghent moved to adopt the resolution and Representative Boyd seconded; the committee approved House Resolution 113 recognizing April 26, 2025 as Diabetic Eye Screening Day by roll call, 14-12. Danielle, committee staff, said the Pennsylvania Council for Children, Youth, and Family Services was neutral and that no opposition was known.
The committee reported the resolution to the House with the committee’s recommendation.
